Don't think this is the way it should be. On my S37, the rudder snugs right up against the hull. Little or no clearance. Sorry I can't be more help than this, but someone else will certainly chime in.

More on Seidelman rudders

I have seen quite a few reports of bad rudder bearings on the Seidelman's, but nothing comes to mind concerning them dropping like this. I would look first at the rudder pin, at the quadrant that holds things together. I am thinking that you are probably lucky, and are close to losing the entire rudder.

problem solved

upon further examination this appears to be a question of shoddy repair work.the rudder and bearing appear to have been replaced rather hastily. the rudder post and the retaining bolt (yes it is a bolt and not a pin) are sound, but whoever installed the rudder simply did not drill the hole in the rudder post at the proper heighth. easy fix. i'll jack the rudder to the proper level with my car jack, drill a new hole in the post and put a pin in it. problem solved. i hope it goes that easily!!
