Rusty wing keel

I'm puting a barrier coat on my 18.5 and have found some rust on my wing keel.So far I have striped the hull down to the gel coat and it is in great shape, the only problem is the wing keel there is some rust and peeling on the lower section. I need to find out what are the steps I can use to repair it. The boat is on a trailer so I can't get to the bottom of it ,What should I do?? The other question I have is do I need a zinck as the only metal in the water is the keel or is that the problem??
