Scott:The barrier coat may not help the rust. The first thing is the barrier coat is probably not applied in the area between the hull and the top of the keel. There have been numerous posts over the last few years on this issue. If the rest of the keel is not rusting, you may be able to blow out the area with air and then make sure it is completely dry. Then you can either use some fiberglass and fairing material to completely seal the joint. If you do not want to go to all this trouble, just try recaulking the joint and see that lasts. This is a fairly common problem on a cast iron keel boat.
