Rudder tube

I didn't see any clamp at the top end of the plastic tube. I did
feel
the bulge at the top. Is there suppose to be a clamp over the bulge?
I thought the bulge may be over a collar on the rudder shaft. Is
there a seal like a grease seal on an axle?
