Rudder stuffing box

So I found that my stuffing box for the rudder was leaking a little bit. I was able to get to it and feel that the bolts were loose. I could feel the stuffing inside of it. So I tighten the bolts down but was still getting some leaking. Any advice on best practices for maintenance of it and what type of stuffing to use?

Weather it is in the water or not you can replace it's packing the same way as the traditional stuffing box. On my C36 I used 1/4" packing which is Gore-Tex.
