A very carefully applied multi-tool will do it.. ya have to be careful to not cut the housing as you slit the bushing from bottom toward top.
use a long reach saw blade and a lot of care! After the slit is started about an inch, you can usually bend one edge inward and grab it with vice grips and pull down.
