I have two ropes on my rudder. The one that you show is routed the same as mine except it is attached to the foreward hole in the rudder not the aft one. This is to lower and hold it in position. I then have another attached to the back hole that is separate and this one is used to raise the rudder in shallows. I have seen single ropes that have been run through the forward hole then the back hole and a two to three ft end comes up for the purpose of raising the rudder. Sorry I can't provide a photo as my Loka is in the water now.
