The cure to rudder ride-up I found was checking the bolts on the lower rudder bracket, especially the axis bolt. They had worked loose and no amount of tightening on the off-center pressure handle would stop the ride-up. Tightening did it. Nothing to buy, just maintenance.

I did it after docking today. However found that if too tight the rudder will not go up at all which is not good for grounding. There was some room to tighten and still use that oversized wing nut to loosen the plates so that the rudder can be raised and lowered as needed.
