My rudder tipped over in storage and a piece on the back edge broke off. Its in an area that had a crack in it acouple of years ago and i put some fiberglass fabric over the crack and epoxied it. The patch has come off and some of the surrounding area. What is the best way to patch this hole?

Marine Tex often works wonders. I ground off the end of my rudder when I forgot to tie it up before I pulled the boat up the ramp. Marine Tex easily made a perfect repair that has so far held up to about 150 days of sailing over the last 1.5 years.

Is Marine Tex an epoxy ? I live in Wisconsin can I get it at West Marine?

I have done mine with the West Marine epoxy system, thickened to like peanut butter consistency with the West thickening powders. I used the one designed for fairing. It is sort of a brownish color so you would need to paint the rudder, though I have not found one I like. I tried the Interlux barrier coat (I think it is 2000?) but found it inconvenient to mix and it thickened too quickly when applying. I suppose gel coat is the correct way, but I am not sure how to do that without spray equipment.

Dave Grishong advice is well best advised on the product. Dave, we have never met but in the next two years if you are in the VA mountains area, let me know.
