rudder post leaks on a 30T

Rudder post on the leaks only when the boat is moving.
How is is the rudder setup that makes this happen?
What is the procedure to fix it?
The boat is currently out of the water.

I had a leak on the first day of launch last May. It was my third season owning the boat and the first time I had seen water coming from the rudder post shaft. Like your leak mine was only occuring while under sail. I waited a week and then tried to tighten the bronze shaft post cover. On my boat this has three bolts and looks to be access to the flax that surrounds the shaft. The bolts were fairly loose, so I snugged them up. That stopped my leak. I may try pulling the flax and replacing it before I launch next spring.
