rudder post leak

While searching for leaks, I noticed water entering the boat by, what I will call the interior rudder post, {wheel steering}. Let me put it another way. It leaks {a little} where the metal rudder post goes thru the boat. It looks like there is a clamp of sorts there but there is no way I can get at it to see if I can tighten it. Anyone have a 50lb,4ft son that is good with tools I can borrow? Is this a common place for Catalinas to leak? Does tightening that clamp {if loose} usually work? thanks, Jack ps, I did search the archives first.
