Rudder pins ?

I just took my 1980 Catalina 30 out of the water for the winter and note that what appears to be two nail heads or stud heads are working their way out through the fiberglass cover over the rudder on the port side just opposite the rudder post. I'm guessing that these are pins that go through the rudder post. Can I just hammer these back in and recoveer or do I have a bigger problem. Jim G.
