Does anyone know what the material is inside the gland at the top of the rudder post? I have pulled the rudder (no problem with the top nut) for rebuild. I may as well change the packing material when I reinstall. The material feels like some sort of neoprene and is still in fairly good shape. It definitely is not flax.

Derelin

You didn't mention what boat it is , but in later years Hunter use , Derelin sleeves ( 2of them, one smaller up, one bigger on the lower part)as bearings for the rudder post. I did replace mine ,on my 5 years old 29.5 ,: it was machined locally from old ones as templates. If you already do that , have another set for future use. Unlike metal ones of older design , they are simple , less expensive ,need no mentenance , but last less time. But if you have an older model ,the above advice is not for you..
