Rudder Packing Gland/stop Washer

When we pulled our 336 a few days ago, I noticed what seemes to be a plastic gland ring on the top of the rudder blade between the bottom of the boat and the rudder. I think this is the lower section of a stuffing box type situation. Can I push this plastic item back up into the tube or do I need to do something else? Please advise.

On my 336 it is seated in the hull with caulking, possibly 5200 or 4200. It is inside the hull forward and below the hull line aft. It may be a stopper or bumper to prevent the rudder from hitting the hull. We pull every year, and have not noticed any change(Great Lakes). You could call Hunter and ask them.

My Rudder has a Delrin...

...bearing which is "glued in", but there are a couple of nylon "rings" which can act as "washers" on the rudder shaft and between the rudder and the hull. The rudder won't raise or lower due to the large nut and bolt that intersects the top of thr rudder shaft at the quadrant.
