Rudder Maintenance

Winter is near, so I pulled the rudder off of my 1984 Hunter 22 so I could take it home and sand & varnish the tiller. I noticed the lower end of the rudder (the portion always in the water) had a good amount of algae on it and even some of the paint was bubbled. Should I sand that down and re-paint it with the same paint that's on the bottom of the boat?

When you say paint on the bottom of the boat, did you mean antifouling paint or barrier paint? What paint has bubbled? A lot of trailer sailors don't apply antifouling, just a barrier coat.
