rudder keeps popping off

I had the misfortune to break my rudder and the replacement weights 1/2 as much as the old and as a result, the bouyancy keeps pushing the rudder up over the post. Never had that problem before. Is their a fix?I do not want to use a bungy anymore.

HEY KEITH THANKS FOR THE REPLY. MINE IS A C22 ALSO BUT I HAVE NO SUCH LATCH ON MY 1983 MODEL ONLY ONLY 2 POST MOUNTED ON THE BOAT.
