Rudder fitting dilema

I took the rudder apart this winter. Removed the blade from the plates that secure it. When I looked at the hole that the bolt goes through that the rudder swivels on, I noted a plastic insert that that was held in place by white caulk. The insert was much smaller than the hole in the rudder. Does that sound like a factory part or is that something a previous owner came up with? Could I have a stainless piece made with a better fit?

Nylon Bushing

I just happened to have the rudder from my 23.5 on the bench. The nylon bushing looks like it is sitting in the foam core of the rudder with very little in the way of adhesive holding it in. The cutout in the gelcoat seems a lot bigger than the bushing which exposes about a 1/4" of the core. As near as I can tell the rudder is stock.
