Rudder Deck cowling

I don't know what to call it. This part surrounds the rudder where it comes through the deck just before it attaches to the tiller. Mine is a white fiberglass looking part screwed to the deck. Mine is all busted up. I cannot tell if it is supporting the rudder or if it is to take the play out of the rudder or if it is just decoration. Any help out there?

It's getting worse!!!

That round white plastic collar has broken in half. the wobble in the rudder is now more severe. Can anone direct me to some one with parts?

More problems

Now that plastic collar has broken in half and I have not found anyone who says they have the parts. I may have to try local to see if I can get it manufactured here. I really don't know even where to start to look and Hampton Roads is a marine center. Who would have that plastic and the ablility to cut to my specs?
