i have a 88 Hunter 40 Legend and this weekend while jibbing my rudder cable came off. while steering with emergency tiller i noticed the rudder post moved around a bit.... Is this normal to see when rudder cable is off?

Not normal. A rudder post should not have a lot of play within the bearings (there should be just enough play to prevent binding when turning the rudder). You should inspect the rudder post and bearings carefully for wear or missing spacers. Might need a haul-out to do that.
