I don't know anyone there, but a couple in the Galveston/Kemah area. And don't know what they charge to drive down the coast, but it may be something to check. Let me know if that is of interest.
Alternatively, have you considered doing it yourself? You would have to contact Hunter for some specs, and get a Rig Tension Gauge from West Marine/Defender.
