Rig Tuning using "Loos Gauge"

Getting ready to tune my Catalina 36 TR Mk I. I managed to borrow a set of Loos gauges (1 large, 1 small) and found the shrouds to be at approximately 10% of breaking strength. I was told that a rule of thumb is that the shrouds should be at 15% of breaking strength. Can anyone comment on this? Also, does the same hold true of the backstay (single in my case)? Regarding the forestay, I suppose I'll just make sure the mast is in column fore and aft once the shrouds are tuned. Any insights or tips would be appreciated.
