Replacing rub rail on Morgan 30

I have a 1970 Morgan 30, I am in the process of replacing my rubrail which runs the length of the boat. It will take some time to mill and I plan to sail in the meantime. Both my toe rail and rub rail are through bolted, my toe rail looks as if it is part of the structural integrity that holds deck to hull, I don't see that in the rub rail; my question is does anyone know if the rub rail rail on this model is part of the support for deck and hull joint? Although I don't know for sure, all of the production boats of that era that I've seen, the rub rail is just cover for the hull/deck joint.
