Replace throttle cable on 1995 Hunter

I'm replacing the shift and throttle cables on a 1995 Hunter 29.5. The shift cable replaced with no hassle and appears to move through its gear positions properly.

Different story with the old (7 Nov 94) Teleflex CC17216 throttle cable which is being replaced by its modern 16' equivalent cable (ccx63316). The control lever is a Teleflex MV-2 and the engine is a Yanmar 2GM20F. I took photos of the control lever and engine ends of the throttle cable before I pulled the old one (please see photos below).

Here's what I did: Disengaged the shift. Following the Teleflex MV-2 installation manual (055001-518) and the photos below, I attached the new throttle cable in the same position at the MV-2 end with the dwell block spring compressed in neutral. On the engine side, it is my understanding from the above-referenced manual that to put the throttle cable in the proper idle position I need to "place the hand lever of the control into the forward detent position. Place the carburetor arm slightly against the idle stop. Adjust the throttle cable terminal (at the engine end) to line up with the hole on the carburetor arm." Okay, tried that and I'm clearly doing something wrong. I end up with a throttle cable in the forward detent position that is too short by a few mm to reach the hole on the carburetor arm when it rests lightly against the idle stop even when the throttle cable terminal is barely screwed onto the cable. The travel in the control lever from neutral to forward position is also short. Control lever travel from neutral to reverse position is quite long.

Question: What do I need to change to get the correct neutral-to-forward cable travel distance? Will this also affect the neutral-to-reverse cable travel distance?

Question: Should the dwell block spring be compressed as much as possible when the throttle cable is attached to the control lever in neutral? The manual is vague here.
