Nick; Make sure it's the sender and not the wiring. With the key on, short the terminals on the sender together; the gauge needle should peg to max. If that works, it probably is the sender. I had to replace the one in my '94. Remove the old one from the top of the tank and take it to West Marine. They will have a generic one. You need to set it up so that it matches your old one. Not too hard. Re-install and you're good to go.
