Rubbing Compound
A fine grade buffing compound and light buffing should do the trick. If the area to be buffed is small (read sq footage in the single digits!), it can be hand rubbed with minimal fuss. If the area is large, recommend you beg, borrow or steal a buffer of some type. If you use a mechanical buffer, ensure that you use a fine grade of compound (Aquabuff 2000 or it's equivalent) to avoid potential problems--buffing isn't completely mindless labor, and it's possible to remove more paint/gel cote than desired if you're learning as you go! Follow this up with a good marine-grade wax (you'll likely need more than one application to achieve a uniform finish). You may note that a slight "ghosting" remains--this will eventually become less noticible with exposure. Good luck!
