I have reoved my winch handle many times. I had to fabricate and install the board you described, since my boat was purchased used, and it was missing. I also remove the winch entirely, to install a wider upgraded step to the companionway. I did this while the boat was in the water. You just have to have the keel fully lowered and no tension on the cable. If you want to remove the 2" rubber hose, you better be out of the water and on the trailer. Make sure that you lower the keel untill the trailer frame supports it before you try to remove your winch. However, you do not need to remove the winch. You only need to back the cable off of it, and disconnect the cable from the winch. If you replace the turning ball and cable, make sure that you re-install the cable AFT of the turning ball. If not, your cable will saw right thru the fiberglass of the hull as you raise and lower the keel. I have attached a link of the C22 owner's manual.
