Removing lead keel rust damage

All advice on this lead keel repair job point to removing all the rust and epoxy over it. We just can't seem to find an end to this rust! We've been sandblasting and using a gouge tool and still seem to find small spots smaller than a pencil eraser as we dig along... it's a very demoralizing project to say the least. It almost seems like there were air pockets in the mold when it was poured - who knows, all we need to do is remove this #$%^ rust! I'm going to take some pics and post them. If anyone can think of an easier way (LOL) to remove this stuff, please chime in!

I have the same thing....

Maura, I have a 240 wing keel that has an epoxy covering that has caused my lead to rust. I contacted Mar's Metal. This is what Kevin Milne replied: "Dear Alan , The epoxy will stick to the metal if it is clean
