Refrigerator keeps freezing/icing over. This seems to indicate that the compressor is still working and that the problem is probably the thermostat. Before I replace, has this problem occurred to anyone else?

I assume you've done the obvious - turn down the thermostat to find the point where the compressor kicks off? Check the gaskets under the lid - in fact if they have never been replaced or are more than a few years old, just replace them to ensure a good seal all around with a fairly flat bulb type adhesive gasket you can get at HD or similar...
Ed's right, frost usually means that the seals are gone and "fresh" air is leaking into the box. Do a dollar bill test on the seals. If the bill pulls through esily, you know you have an air leak.

After you check the seals around the lid, put a rubber or cork stopper in the drain hole inside the box. This keeps all of your cold and heavy air inside of the box instead of it draining into your bilge. As the cold air drains out the bottom of the box, warm moist air is drawn in from the top and icing up your system.
how about up turning the drain hose at the end to create a water seal? Thus whenever wash the cold box water gets drain but seal to prevent any bilge smell from going into cold box/fridge.
