I know nothing of the 356, but on my H23 I used an electrician's style fish tape pushed through the boom and then pulled the lines with that. Harbor Freight, if you have one near you, has pretty cheap ones.
Your outhaul block is on a track inside the boom. Be aware of that so you don't jam it or cross your reef lines if you feed it thru. It would probably be better to remove the end piece away from the mast and pull out the outhaul before snaking your reef lines.
One person to talk to who really know the boat is Jim Seamons. contact him thru the forum as he has a 356. He is currrently moored in Washington DC for the fireworks. I understand it is not hot but darn hot sitting on the boat. Have fun and by the way he is a funny guy and his beloved wife puts up with him I know how.
Out haul has a block inside boom so can be an effort to put back. Better to tighten the out haul to lift the rode off the boom bottom then fish-tape the reef lines one at a time. Tighten the line before threading next so they don't cross. Removing the boom end cap really help.
I'm planning to do the same job using "magic sticks". These are also used by electricians. It consists of three 4-foot sections of 1/4" fiberglass rod that attach at the ends to form a single rod of up to 12'. The sections also have various types of tips for these tasks. I bought mine at Lowes/Home Depot. It has been highly useful on various projects.
