I had a bad motor and just replaced it many years ago.

So the motor runs but the windlass drum doesn't turn? Have you made sure the brake is tight? Put a winch handle in and make sure it's tight. If the motor turns and the drum doesn't it may be that simple.
scottdube is right. There is a clutch built into the windlass (at least on my Anchorman model). The purpose of the clutch is to release the motor drive when retrieval needs to be done manually. On my windlass the procedure to tighten/loosen the clutch (or brake) is to lock the drum and then use a winch handle to tighten or loosen the top cap. Its been 18 years since I have done this so I hope I have remembered correctly.
