I have raised the height of my main sheet block using a half inch line. I want to put a swivel shackle on the bottom so the sheets can swivel. What working load will be required of the shackle? Would a stainless swivel shackle from a hardware store be sufficient?

Having the sheet up about waist level makes handling much easier especially in heavier wind. So far all is working better. Does anyone anticipate any problem with this modification?

Yes, that should place the block where it is easier to un-clamp. I can't think of any problems that might result.

Both the top and bottom blocks of my H260 main sheet already have swivels. Nothing additional should be needed.

Any shackle between 1/2" to 1" will be fine. Be certain that the SS shackle purchased from a hardware store has a quality rating. Good hardware stores will have drawers of SS parts with different listed ratings. There is lots of SS junk coming from over seas.

For heavy weather I use a second block and tackle similar to the main sheet to preform the same function as a traveler. I go from the boom end to the windward rail to pull the boom over center. The main sheet and boom vang can then be used to pull down and flatten the main.

I too have raised the main sheet tackle on my 26. I just used 1/2 inch line, bowlines on both ends.. Works great Both blocks already have swivels on them, so no additional hardware needed. I also moved the boom attach point to the very end of the boom to keep the blocks out of the way of the jib trimmer/lounger. Was able to bolt the eye in place by getting a wrench on the nuts through the open end of the boom. Better than the stock pop rivets, I think.
