Has anyone installed any kind of rail seats on the stern of a 31H. Can we buy them or do they need to be custom made?

It's tough with a single stern rail.

I research this on our H'31 and it was not cheap enough to consider. You best bet is probably to have new stern pulpits made from scratch.

Try Tops in Quality

I recently had to get a replacement stern rail and found it at Tops in Quality, Marysville, MI. (810)364-7150. They have Hunter shop drawings for rails. The one they made for me fit perfectly and they may be able to modify an existing rail to accomodate a seat.
