For anyone with an iOS device, US Sailing sells a GREAT rules app. It contains all the rules hotlinked so it is very easy to follow and learn. You can also mark sections for easy return. 5 bucks.
But the BEST part is you can integrate Dave Perry's WONDERFUL book 'Understanding the Racing Rules of Sailing' (URRS) into the rules. That way, every rule has a page or two of detailed and real-word examples and wording of how the rule applies. URRS is normally a $20 book but you can get the whole deal for 10 bucks.
