No I am on lake Fort Gibson, the old fort (Gibson) was the worst place to be sent in the days of the military, disease, more people died from being sick than from action... the buffalo soldiers also were based there, (so I am told)
Lake Ft. Gibson is a great place to sail. thinking about taking the boat from the port of Muskogee to Key West...

Ok sailing brain trust new information to help solve mystery ! Today I started engine without linkage attached and inspection plate off so I could contort a finger and manually move pin on injection pump "rack". By doing this I could control engine Rams and act like the governor. I could take it out of racing/screaming to normal .. A bit scary to insert my finger into timing housing of runaway diesel.. So this tells me 1) injection pump is working, 2) problem must be in linkage or governor...but since I replaced governor then it has to be in start spring or what.. Free beer to best answer or a novena of prayers on your behalf...
I hope you diesel genusius will help...I am at wits end. Thanks

How sure are you that the matching marks on the fuel control pinion and the fuel control rack are indeed matched ? Whoever rebuilt your pump might have missed that crucial alignment.

Attached is another couple of pages from the governor chapter for the 3 GM..
note the taper pin attaching the governor lever to the shaft.. shaft may be loose? also check the spring pins attaching the lever shaft support.. The match marks on the Inj Pump control rack must be matched to the pinions on the plungers (as Claude A. stated).. if the rack is out of position, the governor won't have enough travel to slow it down.. your finger would probably have more travel..
When you moved the rack by finger was the governor arm 2 still attached?If so could you feel the governor trying to counteract your finger control?

EDIT: Note that the stop lever bypasses the regulator lever and springs and its cam pushes directly on the tab of governor lever 2 in the drawing, pushing the fuel rack back to stop fuel flow. Since that is pushing in enough to shut down, suspect some kind of looseness or disconnect between the flyweights and the governor lever 2 ..

Has to be in the pump. If it was a true runaway, running on lube oil, pulling the kill cable would not stop it. You would have to cut off the air intake to kill it. That's why Detroits have an air cutoff damper built in. Apparently it happens to them pretty often.
