Does anyone race a hunter 28 in PHRF ?
If, yes, under what rating and what is the headsail size.
Also, what is the general wind condition?

The SoCal PHRF rating for a Hunter 28 is 174. That's not a favor, its the lowest of the H28 ratings nationwide by 8-12 seconds.

The rating will assume a 150% headsail and spinnaker for downwind legs.
