Hello Craig,

I'm not a mechanic but this is what I know from experience.
The decompression lever is the best way with the MD7A. Blocking the air intake would also do the job but, as you say, the intake hole is difficult to reach and should be done keeping the hands away as the vacuum is very strong.
Pulling the diesel shut off lever would not do the job as the engine, in the run away situation burns engine oil.

An in line fuse close to the batt is recommended and would not pop when you switch the engine on, provided it is of suitable amperage. It protects the boat from short circuits in case the cables close to the batts get worn or damaged by friction or rats for instance.
