Software is freeware from several companies,
They are available from the resources section of ENC download page of NOAA ENC charts. West Coast of Canada covered here: http://ocsdata.ncd.noaa.gov/ChartServerV2.0/jsp/index.jsp can't really tell how well BC is covered. Maps were originally made to serve commercial shipping so didn't have a lot of coastal detail and are oriented towards shipping lanes and of course biased towards US coastal waters. Looks like some of the larger scale maps should cover the area.
