Pump Faucet -locked or broken?

just purchased an O'day 27. The faucet in the head works great, but in the galley the pump handle barely moves.Not sure if it can be locked or if it is broken and needs to be replaced. It had a tag on the side which stated about a drain position or prime position and that it can be locked. Any help would be appreciated. Thanks!

Mark, if this is the original "Rocket" pump, then consider it finished and replace it. I just finished replaceing both of mine and they were both original. Bought mine at an RV centre, and priced them cheaper about 25% then a marine supplier. Paid about $34 (Can.) for each. The locking ability, which just holds the prime works in a newer pump, but the seals deteriorate in older pumps causing it to lose it's prime. Don

Get a check valve

and never worry about losing prime. Don is right....avoid the marine store and go to the local R/V dealer for a hand pump.
