ProSine Inverter Charger Help

ProSine 2000 Watt inverter charger after 5 hours of charging my 490 AmpHr AGM battery bank is still in bulk mode. The charger output current jumps around every few seconds anywhere betwwen 0 Amps and 75 Amps..Output voltage varies as well from 12.8 volts up to 14 volts. According to the ProSine diagnostics the charger was still in Bulk Charge mode. I didnt leave the charger on overnight thinking something is wrong. Input AC voltage was 118V via a 30 Amp breaker. Had similar results with different shore power connections as well as with input from my generator. The batteries are only 2 years old. Trying to determine if I have a charger or battery problem or should I just let the charge cycle continue.

Hopefully someone else will chime in with a better suggestion but my first step if that happened to me would be to remove and clean every connection
