Prop Height on an Outboard

Here goes: Looking for the answer to this question. Understanding that when your in waves, the outboard prop needs to be as deep as possible to avoid the Wrrrr sounds from happening. Is it more or less efficient to have the propeller just under the waterline? Anyone know?

Much better to be further under the waterline. Near the surface the water is more turbulent due to the action of the hull and surface waves. It is also much less efficient in reverse due to the thrust being directed partially into the transom.

I cannot count the number of times I have wished our outboard was an xtra long rather than a long shaft. Short chop is the worst.
