Primer needed?

I need to repaint both rudder and center board this spring. Question…do I need to use primer over any epoxy that I may need to use?

Are you using ablative? Does it have ablative now? If the answer to those questions is "yes" then the answer to your original question is "no". If you have original gel coat, I would check for dings and fill/fair those and touch up with a primer like drylock or a two part epoxy barrier coat before putting ablative over.

Thanks…they have ablative now…but I’m thinking I need to coat part of the rudder w/ epoxy first because you can see some fabric pattern of the fiberglass

If you’re seeing print through of the fabric I would fair with an epoxy fairing compound, coat with a barrier coat / primer like Interlux 2000e, then paint. Having said that I’d be surprised if it came out of the factory with fabric print through, so it might be worth a quick double check that any previous repairs that caused it are still sound and that the inside is not wet.
