Preparing Cockpit For Painting ?

1984 Hunter 27. Cockpit was painted prior owner. Chipped and I want to repaint. Attached pic of surface. Have Interlux white polyurethane paint from prior owner.

Question: How would you prepare this surface ? Wire brush ? Scraper ? Sander ?

Any way to get the chipped areas to "fill in" ? Paint is thin. Is there any "surfacer" that I should put down to fill in chip dents ? Or sand smooth ? (not easy).

Maybe I'm over analyzing. Thanks for any input !

Random orbital sander with 120 &220 followed by 320 &400 wet. Spray or roll & tip with interluxe primer after filling any chips / voids. Finally, spray or roll & tip with interluxe one part epoxy. May as well paint entire cockpit while you are at it.
