Not sure where the water ballast comes in to this discussion. None of the boats mentioned use anything but fixed keels. In PHRF terms West Florida has the H28.5 at 195 and the P-28 at 207 for whatever that is worth. The Precision is a much lighter boat with an 18" shorter keel than the Hunter. I think the P-28 is less of an assembly line boat so the overall quality should be better. You would just have to compare things like hardware, portlights, fit and finish. But a P-28 could not be any more solid than my friend's H28.5. I owned a C-22 and have crewed on C-25s and C-30s. Have no experience with C27s.
