Potter 15 stuck Centerboard, help!

First it was stuck in down, now stuck in up.

Is it swollen in place?
Do you have debris jamming the board? Perhaps a bit of line?

sounds like something is in the trunk along with keel! Can you get underneath with a flash light (safely) and just take a good look to see if something is jamming it or if the pinion,trunk, or keel has changed shape or alignment?

I'd pull the board and check that it isn't "swollen" in the middle, maybe by water intrusion or delamination. Or it could be an obstruction in the trunk, as mentioned above. It probably wouldn't hurt to replace the pin while you are at it.
As for getting it out of the trunk to drop it, we use a honking big screw driver to pry ours out.
