Potter 15 Stuck Centerboard, Help

Fist it was stuck in down position, now is stuck in up position. No clue on how to unstick it.

I've always thought that having a dedicated dulled handsaw for that type of situation might be a handy tool to have around if I couldn't wedge in a piece of giant dental floss to clear the debris.
