Yes
My marina neighbor has one and he is currently on a cruise for the winter through the caribbean going as far south as BArbados, started out in Beaufort NC.
He sails it around the inlets and bays but it is a very poor sailing boat. It will move and in a lifeboat application is fine, but you won't beat a sunfish or even my sand dollar with lugsail rig. It is a very well built craft, extremely rugged, will take a 3.5 or 4 HP motor, not sure the rating but he uses a 3.5 tohatsu 4 stroke.
I'll tell you more when he returns, but I would say it is a great little liferaft and fun to use to get around, but is not a performance boat at all. If you want space and performance get an inflatable or larger regular dinghy. In place of a liferaft I would definitely consider it. Should be more durable and more useful.
