I think you need a wamer day.
Since you are in Vermont and since the weather in New England this year has been relatively cool, I suspect you may just need to wait for a good seventy-five to eighty degree day to stretch out that pop top cover. I realize that this is the corny "Patience is a virtue" saying, but why do that which you may regret later.
