No racing involved, they were sitting under the bridge, behind and beneath the operating mechanism waiting for a rainstorm to pass. This is right off the Atlantic ICW (AICW St M 1004.1, Double Bascule Bridge, VERT CL closed 25' ) and lifted on demand. These were not boaters, but partiers with a boat under them.
