As state din my previous post brand new to sailing. Have a question might be dumb, but i recall reading that some sailboats are designed to use water as ballast, with that knowledge the back of my little 13 foot sailboat has 3 holes two go to the cockpit area while one goes into the hull, do they all three get plugged?

Only the middle one. The side ones are to drain the cockpit.

Yep, just the middle lower one. That drains the space between the cockpit and the hull and is likely under water while sailing. The other 2 drain the cockpit.
