1983 O'Day, does anyone know if the plastic washer that is under the tiller but sits on top of the deck can be changed without dropping the entire rudder? Can it be changed while in the water or does this need to be a winter project as it sits in the cradle?

If the 28 is in any way similar to the 27 once the rudder head is removed the rudder is free to head for the bottom. That washer is the bearing to keep the rudder head from rubbing on the rudder tube.
